1. Overview
Makkal Connect - TVK ("the Platform", "we", "us") is a citizen grievance and civic-issue reporting channel operated for Tamilaga Vettri Kazhagam (TVK), enabling residents to report civic problems, welfare scheme issues, and corruption complaints, and to track their resolution. This policy explains what information we collect, why, and how it is used and protected.
2. Information We Collect
Information you provide directly: name, phone number, age (optional), pincode, district, constituency, area/locality, address, category/department of your issue, description of the problem, and any photos, videos, or voice recordings you choose to attach.
Location information: if you tap "Capture GPS Location", your device's coordinates are recorded to help cadres locate the issue. This is entirely optional — you can submit without it.
Corruption and bribery reports: these are handled confidentially and do not collect your name or phone number.
Automatically generated information: a unique ticket number, submission timestamp, and status updates as your report is processed.
We do not require account creation or login, and we do not use tracking cookies or third-party advertising trackers.
3. How We Use Your Information
- To route your report to the relevant TVK cadre, team, or department for action.
- To send you status updates by SMS where you've provided a phone number.
- To let you look up your own report's status using your ticket number.
- To generate anonymized, aggregate statistics (e.g. total reports resolved) shown publicly on the Platform.
- To identify duplicate reports and estimate the urgency and department responsible for a problem (including limited automated/AI-assisted analysis of your description or voice transcript).
4. Who Can See Your Information
Your report details are visible to TVK cadres, team leads, and administrators responsible for your constituency or department — not to the general public. Public pages on this site (such as completed-works listings, leaderboards, or the suggestions board) only ever show information you've agreed will be public, or aggregated counts that don't identify you.
5. Voice Recordings & Transcription
If you record a voice note, the audio file is uploaded and stored, and a text transcript is generated to help auto-fill your report and assist cadres in understanding your issue. Both the audio and transcript are attached to your report and visible only to the personnel described in Section 4.
6. Third-Party Service Providers
We use Supabase (database, file storage, and serverless functions) to run this Platform, and an SMS gateway to deliver status notifications. These providers process data strictly on our behalf and are not permitted to use it for their own purposes.
7. Data Retention
We retain report data for as long as needed to resolve your issue and to maintain a record of civic work completed, unless you request earlier deletion (see Section 9).
8. Data Security
Data is transmitted over encrypted HTTPS connections and stored with database-level access controls (row-level security) restricting who can read or write records. No system is 100% secure, but we take reasonable, industry-standard measures to protect your information.
9. Your Rights & Choices
You may ask us to access, correct, or delete personal information you've submitted by contacting us using the details in Section 13, quoting your ticket number where possible. Corruption reports, being anonymous by design, cannot be traced back to a submitter.
10. Children's Privacy
This Platform is intended for general public use to report civic issues and is not directed at children. We do not knowingly collect personal information from children without appropriate involvement of a parent or guardian.
11. Cookies & Tracking
We do not use advertising cookies or cross-site tracking technologies. The Platform keeps only the minimum technical data (in your browser's memory during your session) needed for the forms to function.

We may update this policy from time to time. Material changes will be reflected by updating the "Last updated" date above.

1. Acceptance of Terms
By using Makkal Connect - TVK (the "Platform"), you agree to these Terms of Service. If you do not agree, please do not use the Platform.
2. What This Platform Is (and Isn't)
This Platform is a citizen-facing channel operated by TVK to route civic, welfare, and corruption complaints to TVK cadres and teams for follow-up and resolution. It is not an official Government of Tamil Nadu grievance redressal system, and submitting a report here does not constitute filing an FIR, an RTI request, or any other formal legal or statutory complaint. For emergencies, please contact Police (100), Ambulance (108), or the relevant emergency service directly rather than using this Platform.
3. Eligibility & Reporting on Behalf of Others
Anyone may use this Platform to report a genuine civic issue. If you submit a report on behalf of another person (e.g. a neighbour or family member), you confirm you have their permission to do so.
4. Your Responsibilities
- Provide accurate, truthful information to the best of your knowledge.
- Do not submit false, defamatory, harassing, or malicious reports about any individual or official.
- Do not use the Platform to submit spam, advertising, or unrelated content.
- Do not attempt to interfere with the Platform's normal operation (e.g. automated bulk submissions, security testing without permission).
5. Corruption & Welfare Reports — Good Faith Requirement
Corruption and bribery reports must be submitted in good faith and to the best of your knowledge. Knowingly false accusations against a named individual may have legal consequences under applicable law, independent of any action taken (or not taken) via this Platform.
6. Content You Submit
By submitting text, photos, video, or voice recordings, you grant TVK a license to use that content internally to assess, assign, and resolve your report, and — only where a report is fully resolved and any personally identifying details are removed or you've separately agreed — to showcase the completed work publicly (e.g. before/after photos on the "Completed Works" page).
7. No Guarantee of Outcome or Timeline
We will make reasonable efforts to route and act on genuine reports, but we do not guarantee any specific resolution outcome or timeframe. Response depends on the nature of the issue, the responsible department, and factors outside our control.
8. Emergencies
Do not rely on this Platform for medical, safety, or law-and-order emergencies. Contact the appropriate emergency service immediately in urgent situations.
9. Intellectual Property
The Platform's name, design, and branding belong to TVK. You may not copy, reproduce, or use them without permission.
10. Limitation of Liability
The Platform is provided "as is". To the fullest extent permitted by law, TVK is not liable for any indirect, incidental, or consequential loss arising from your use of the Platform or reliance on it for time-critical matters.
11. Refusal or Removal of Content
We may decline to act on, or may remove, any submission that violates these Terms, including spam, abuse, or clearly false reports.
12. Governing Law
These Terms are governed by the laws of India and the courts of Tamil Nadu shall have jurisdiction over any disputes.
13. Changes to These Terms
We may revise these Terms from time to time. Continued use of the Platform after changes are posted constitutes acceptance of the revised Terms.
